Commissioner of the Office of Higher Education shall conduct a performance measurement study to develop measurable accountability goal metrics for the University of Minnesota and Minnesota State Colleges and Universities system.

Commissioner must study and develop a performance measurement system and evaluation framework with specific performance measures, and develop metrics to compare institutional performance with peer institutions having similar missions and characteristics.

Measurement system objectives include promoting student access and affordability, recruiting and graduating qualified students, promoting student success, eliminating disparities, aligning state workforce needs, providing policy research, ensuring cost-effective resource use, promoting collaboration, supporting K-12 education programs, and maximizing private funding sources.

Commissioner must actively seek input from and consult with higher education segments and stakeholders throughout the study process.

Commissioner shall submit a report to the chairs and ranking minority members of legislative committees with jurisdiction over higher education by January 1, 2020, describing study results, specifying performance measures, and identifying data items for each measure.
