School districts must assist all students by no later than grade 9 to develop personal learning plans for successful transition to postsecondary education or employment, including exploration of careers in skilled trades.

Personal learning plans must include comprehensive career and college readiness preparation, identification of student interests and aspirations, goal-setting with timelines, access to counseling and support services, and annual review and revision.

School counselors may consult with the Department of Labor and Industry to identify resources for students interested in exploring career opportunities in high-wage, high-demand skilled trades occupations.

School districts may grant representatives of organizations promoting skilled trades careers the same access to secondary school students as provided to institutions of higher education.

School districts may develop grade-level career curricula but cannot require any curriculum, instruction, or employment-related activity that obligates students to involuntarily select or pursue a particular career.
