Adds a complaint procedure allowing parties to a student suspension to file a written complaint with the commissioner if requirements of sections 121A.40 to 121A.56 were not met.

Commissioner must conduct an independent investigation at their discretion and allow the complainant to submit additional information while giving the school board an opportunity to respond.

Commissioner must issue a written decision within 30 days addressing each allegation with findings of fact and conclusions.

If the commissioner finds the school board or school violated requirements, the commissioner may order corrective action including compensatory education for the pupil or training for school staff.

Complaints must allege a violation occurring not more than 180 days before the complaint is received, and the complainant must provide a copy to the school or school board.
