Creates a court-ordered funding mechanism for critical state functions when the legislature fails to appropriate funds for the fiscal year beginning July 1 in odd-numbered years.

Requires the state commissioner to petition the Minnesota Supreme Court within 20 days after legislative adjournment if critical functions remain unfunded, or allows the Legislative Coordinating Commission to petition if the commissioner fails to do so.

Limits court-ordered funding to historical spending levels by fund, except for specified critical functions including emergency assistance, constitutional operations, education, federal-mandated programs, and debt service obligations.

Authorizes the Supreme Court to appoint a special master to hold hearings and advise on any disputes related to funding orders, which remain in effect until superseded by subsequent legislation.

Allows University of Minnesota and Minnesota State Colleges and Universities to continue operating using tuition, fees, and available resources if omnibus budget appropriations are not enacted by July 1 in odd-numbered years.
