Appropriates $1,000,000 in fiscal years 2018 and 2019 for behavioral health services provided by hospitals under Minnesota Statutes section 256.969.

Authorizes the commissioner of management and budget to negotiate and enter into a collective bargaining agreement with Service Employees International Union Healthcare Minnesota (SEIU) for self-directed workers.

Economic terms of the collective bargaining agreement may include wage floor increases, paid time off, holiday pay, wage increases for workers serving people with complex needs, training stipends, and registry implementation.

Commissioner of human services is authorized to implement the negotiated agreement upon approval by SEIU and the commissioner of management and budget, notwithstanding certain state statutes.

Bureau of Mediation Services must conduct a decertification election for self-directed workers by July 1, 2019, if provided with authorization cards or petitions containing signatures of 6,000 or more eligible workers before that date.
