Freezes University of Minnesota resident undergraduate tuition rates for academic year 2018-2019 at 2017-2018 levels.

Reduces total appropriation from $660,843,000 to $660,793,000 for fiscal years 2018-2019, with general fund reduced from $658,686,000 to $658,636,000.

Allocates $15,000,000 each fiscal year for medical school research capacity, National Institutes of Health ranking improvement, faculty recruitment, rural physician training, and translational research.

Appropriates $7,800,000 annually for health training restoration including residency program faculty, mobile dental clinic, and geriatric education expansion.

Provides $4,000,000 per year for Minnesota Discovery, Research, and InnoVation Economy cancer care research program and $500,000 annually to University of Minnesota Morris for tuition waivers.
