Increases penalty for obstructing freeway or airport traffic to a gross misdemeanor, with exemptions for law enforcement, emergency responders, road/airport authorities, and utility officials carrying out lawful duties.

Defines "airport" as an airport with a control tower and airline service, and "freeway" as a divided highway with access only through entrance and exit ramps.

Increases maximum imprisonment for unlawful interference with transit vehicles from 90 days to one year when no force or violence is involved.

Increases maximum fine for transit interference without force or violence from $1,000 to $3,000.

Effective date of August 1, 2018 for all amendments, applying to crimes committed on or after that date.
