Appropriates $40,000,000 from the state transportation fund bond proceeds account to the commissioner of transportation for a grant to the city of Wadena for phase 1 of U.S. Highway 10 expansion.

Funds cover right-of-way acquisition, engineering, environmental analysis and cleanup, construction of a four-lane divided roadway, and storm water drainage improvements within the U.S. Highway 10 corridor in Wadena.

Appropriation becomes available only when the commissioner of management and budget determines sufficient resources have been committed to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $40,000,000 to provide the appropriated funds, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Effective date is the day following final enactment.
