Creates staggered four-year terms for Metropolitan Council members, with odd-numbered districts ending terms in years ending in "1" and even-numbered districts in years ending in "3," effective for appointments made on or after January 1, 2020.

Expands the nominating committee from seven to thirteen members, composed of six governor appointees, four locally elected officials from the Association of Metropolitan Municipalities representing cities, and three locally elected officials from the Association of Minnesota Counties representing counties.

Requires notice of vacancies to be published in newspapers and provided electronically to local government boards within ten days, and mandates inclusion of detailed position descriptions with required skills, time commitment, and district connection in all notices.

Changes the nominating committee's recommendation from a full list of nominees to exactly three finalists for each appointment, with names and qualifications published and 21 days required for public comment before governor appointment.

Adds new qualifications requiring council members to demonstrate understanding of district issues, ability to work collaboratively with local officials, and commitment to the council's mission and purpose.
