Appropriates $2,200,000 from the bond proceeds fund to the commissioner of transportation for a grant to the city of Rogers for a pedestrian and bicycle bridge over Interstate Highway 94 approximately one mile northwest of the Trunk Highway 101 interchange.

Grant funds cover property acquisition, design, and construction of the pedestrian and bike bridge, plus construction of a bituminous trail connecting to the existing trail system.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,200,000 to fund the appropriation according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
