Appropriates funds from the trunk highway fund in fiscal year 2019 to the commissioner of transportation to study safety improvements on marked Trunk Highway 47 (University Avenue) from Osborne Road Northeast in Fridley to marked U.S. Highway 10 in Coon Rapids.

Study must analyze current safety issues including traffic speeds and identify options and costs for safety improvements targeted at pedestrians and nonmotorized traffic, combining immediate short-term and long-term improvements.

Commissioner must submit the completed study to members and staff of legislative committees with jurisdiction over transportation policy and finance.

Unexpended appropriation funds may be used for design, engineering, environmental analysis, property acquisition, and construction on a project identified in the study, with a five-year availability period.

Effective the day following final enactment.
