Prohibits possession of firearm silencers with exceptions for law enforcement tactical operations, wildlife control, and federally licensed firearms dealers in compliance with federal law.

Defines "assault weapons" to include specific named firearms and semiautomatic rifles or shotguns with certain features (pistol grip, folding stock, detachable magazine capacity over 10 rounds, etc.), and makes manufacture, import, transfer, or possession unlawful effective September 1, 2018, with registration requirements for weapons lawfully possessed before that date.

Prohibits possession of large-capacity magazines (over 10 rounds) effective August 1, 2018, with exceptions for government and law enforcement use.

Requires firearm transfers (except antique firearms, court orders, and certain loans) to be conducted through federally licensed dealers with background checks and a two-day minimum holding period; establishes record-keeping requirements and $25 maximum fee for dealer assistance.

Establishes criminal penalties including felony charges for manufacturing, importing, or possessing assault weapons (up to 5 years imprisonment/$25,000 fine, or 10-20 years for certain prohibited persons) and prohibits ammunition sales except by employees at least 21 years old with age verification and sales documentation retained for three years.
