Expands eligible purposes for energy conservation rehabilitation loans to include central air conditioner repair, maintenance, or replacement and air source or geothermal heat pump repair, maintenance, or replacement.

Authorizes loans for installation of on-site solar energy or energy storage systems in addition to traditional energy conservation measures.

Maintains requirement that loans be made only when private financing is not otherwise available on equivalent terms and conditions.

Allows loans to be integrated with utility on-bill repayment programs approved under section 216B.241, subdivision 5d.

Removes income limitations for borrowers seeking energy conservation loans for existing housing.
