Eliminates provisions allowing persons under 18 years old to marry, effective August 1, 2018; previously allowed 16-year-olds to marry with parental consent and court approval.

Requires both parties to present proof of age to the local registrar before a marriage license is issued, with acceptable forms including birth certificates, government-issued ID, or other government documents containing date of birth.

Prohibits marriages where both parties have not attained age 18, and voids such marriages recognized in other states or jurisdictions unless neither party was a Minnesota resident at the time of marriage.

Removes from marriage license application requirements the reference to minor applicants providing parental or guardian information.

Makes all amendments effective August 1, 2018, and applicable to marriages and license applications on or after that date.
