H.F. 3990 Summary

• Public employers and exclusive representatives of teachers must sign collective bargaining agreements by January 15 of even-numbered calendar years.

• State aid to public employers must be reduced by $25 per adjusted pupil unit if contracts are not signed by the deadline, unless unresolved items are submitted to interest arbitration by December 31 of odd-numbered years and arbitration decision is issued within 60 days.

• Districts undergoing reorganization under sections 123A.35 to 123A.43, 123A.46, or 123A.48 may sign agreements by March 15 following reorganization effective date to avoid state aid penalties.

• State aid reductions are applied to general education aid first, then to other state aids if general education aid is insufficient or not paid; all reductions are returned to the general fund.

• Provision applies to collective bargaining agreements with terms beginning July 1, 2019, and later.
