H.F. 3991 Summary

• Amends the innovation research zone pilot program to allow school districts and charter schools to research and implement innovative education models designed to improve student outcomes and prepare students for the 21st century.

• Innovation zone partnerships may include postsecondary institutions, local government units, nonprofits, and for-profit organizations, with plans collaboratively developed with school instructional staff.

• Approved innovation zone partners are exempt from specified state education laws and rules, including online learning program approval, restrictions on extended time revenue, and required instruction hours for students meeting competencies.

• The Commissioner of Education must approve up to three innovation zone plans in the seven-county metropolitan area and up to three in greater Minnesota, based on recommendations from the Innovation Research Zone Advisory Panel.

• Commissioner must analyze each innovation zone's progress every two years and submit a report to legislative education committees by February 1 of each odd-numbered year.
