Establishes that the Public Utilities Commission has sole and exclusive authority to issue or deny pipeline routing permits in Minnesota.

Requires other state agencies with permitting authority to present their position on pipeline routing and participate in public hearings before the Commission's decision.

Makes the Commission's pipeline routing permit decision binding on all state departments, agencies, regional, county, and local governments, and special purpose districts.

Requires state agencies to issue final permit decisions for pipeline construction and operation within 30 days of the Commission's initial written order granting a routing permit, extendable to 60 days from receipt of a complete application.

Mandates that permit decisions include written reasons, any conditions, and a final order from the issuing agency.
