Requires each school board to adopt a written policy governing student use of mobile devices during regular school hours.

Defines "mobile device" as cellular phones, wearable devices, tablet devices, or other electronic devices with computing capability or internet access, text messaging, e-mail, or digital voice service.

Mandates policies must promote students' emotional well-being, support educational attainment goals, and reflect differences in device usage between elementary and secondary school students.

Requires policies to include disciplinary consequences for violations that conform with existing Minnesota Statutes sections 121A.41 to 121A.56, and must be included in student handbooks.

Directs the commissioner of education to maintain and make available a model policy developed in consultation with school boards, teachers, counselors, parents, students, and other stakeholders, effective for the 2018-2019 school year and later.
