Prohibits the commissioner of natural resources from spending funds to suspend, revoke, or enforce water appropriation permits based solely on violations of permit requirements added to groundwater permits in the north and east metro groundwater management area as a result of a 2017 court order, effective until July 1, 2019.

Allows the commissioner to continue using all authorities under Minnesota Statutes section 103G.287 to manage groundwater resources in the north and east groundwater management area during the enforcement prohibition period.

Exempts public water suppliers in the seven-county metropolitan area from being required to revise water supply plans to include contingency plans for converting water supplies to surface water.

Permits public water suppliers to implement irrigation bans or alternative water use reduction measures when notified by the commissioner that lake levels fall below court-ordered levels, rather than requiring specific contingency plans.

Allows public water suppliers to use water use measures other than per capita residential water use for water use reduction goals, plans, and reporting purposes.
