Amends Minnesota Statutes section 473.3994, subdivision 9, to define operating costs for light rail transit facilities in the metropolitan area.

Defines operating costs as expenses for light rail system daily operations and maintenance costs to keep services and facilities running.

Excludes from operating costs any expenditures for system enhancements, expansions, new buildings or facilities, new vehicle purchases, or technology improvements.

Requires the Metropolitan Council to estimate operating subsidies needed for the first ten years of light rail operation before applying for federal assistance.

Requires the Metropolitan Council to review and evaluate estimated operating subsidies regarding their effect on existing transit financing mechanisms in the metropolitan area.
