Adds registered nurse evaluations as a covered home care service under medical assistance, defined as a face-to-face assessment by a registered nurse employed by a home care nursing agency to determine need for additional home care nursing.

Requires the commissioner to review registered nurse evaluations along with assessments and service plans when authorizing home care services, with authorization decisions made within 30 days of receiving a complete request.

Limits recipients to one registered nurse evaluation per home care agency per calendar year without additional authorization.

Applies the registered nurse evaluation definition and coverage requirements to multiple medical assistance programs including home care nursing services, home health agency services, and elderly waiver services.

Makes conforming changes to statutes governing home care services definitions, service coverage lists, and authorization procedures across sections 256B.0651, 256B.0652, 256B.0653, 256B.0915, and 256B.85.
