Amends Minnesota Statutes section 243.166 to clarify that juveniles certified as adults under section 260B.125 must register as predatory offenders if convicted or adjudicated delinquent for specified sexual offenses, violent crimes, and related predatory conduct.

Expands registration requirements to include juveniles committed under civil commitment statutes (sections 253B.18, 253B.185, chapter 253D, and similar out-of-state laws) regardless of whether they were convicted of any offense.

Establishes that juveniles with out-of-state convictions or adjudications must register if the offense would be registrable under Minnesota law and must remain in Minnesota for 14 days or longer, with a 10-year registration period from release or adjudication.

Maintains juvenile registration periods of 10 years unless extended by additional non-compliance, new convictions, or incarceration, and exempts time spent in civil commitment from the 10-year registration clock.

Requires lifetime registration for juveniles with multiple registrable offenses, specific serious sex offenses, or those committed following a mental illness or mental deficiency finding.
