Counties and other governmental agencies operating public safety answering points must ensure all 911 telecommunicators and dispatchers who directly dispatch emergency response teams receive training in high-quality telephone cardiopulmonary resuscitation.

Training must follow current nationally recognized emergency cardiovascular care guidelines, incorporate cardiac arrest recognition protocols, and include compression-only CPR instruction.

Training must be periodically reinforced through continuing education.

The commissioner must establish procedures to monitor compliance with the training requirements by counties and governmental agencies.

The commissioner may reduce state funding distributed under section 403.113, subdivision 2, to non-compliant counties or agencies.
