Amends Minnesota Statutes section 129D.045 to make regional arts council fund distribution subject to a new statutory allocation formula in section 129D.175.

Establishes a mandatory distribution formula in new section 129D.175 that divides appropriated arts and cultural heritage fund money by a divisor equal to the number of regional arts councils plus one.

Allocates the resulting quotient to the Minnesota State Arts Board for statewide grants and services administered by the board.

Distributes the remaining amount to regional arts councils on a per capita basis, with the Minnesota State Arts Board serving as fiscal agent.

Requires that at least 47 percent of money from the arts and cultural heritage fund be allocated through the Minnesota State Arts Board or regional arts councils, subject to appropriation.
