Establishes a greater Minnesota child care facility capital grant program with two accounts: one in the general fund and one in the bond proceeds fund, administered by the commissioner of human services.

Provides grants covering up to 50 percent of capital costs for eligible child care facility projects, with a maximum of $500,000 per project and $2,000,000 per applicant in two years.

Limits eligible applicants to local governments (counties or home rule charter or statutory cities outside the metropolitan area) for bond-funded grants, and to local governments or nonprofits for general fund grants.

Appropriates $5,000,000 from the bond proceeds fund and $5,000,000 from the general fund to the commissioner of human services for the grant program, with authorization to sell and issue state bonds for the bond proceeds portion.

Requires applicants to demonstrate need, provide matching funds, and show expected economic benefits; grants are cancelled if not expended or obligated within five years of the grant agreement.
