Appropriates $1,500,000 from the general fund in fiscal year 2018 to the Commissioner of Employment and Economic Development for grants to Minnesota initiative foundations, with funds distributed equally among all initiative foundations.

Grant funds are available until June 30, 2020 as a one-time appropriation.

Minnesota initiative foundations must facilitate planning processes in rural communities to develop community solution action plans that guide decision-making to sustain and increase quality child care supply to support economic development.

Foundations must provide small business development resources, training, and technical assistance to rural child care business owners through a learning cohort to stabilize operations and improve business acumen.

Foundations must recruit child care programs to participate in Parent Aware, Minnesota's quality and improvement rating system, by providing low-cost training, professional development, and enhanced coaching to rural child care providers.
