Prohibits boat insurance policies and personal umbrella policies from excluding coverage based solely on whether the injured person is a household resident, family member, or related to the insured by blood or marriage.

Declares any policy definitions that exclude household members or blood/marriage relatives void as against public policy.

Permits exclusions for fraud, intentional or criminal conduct, and other legally allowed exclusions to remain in effect.

Requires insurance companies seeking premium increases due to this law to obtain prior approval from the Minnesota commissioner of commerce, with approval required if supported by actuarial and claim data.

Takes effect the day following final enactment and applies to all policies in effect on or after that date, with no endorsement or contract amendment needed.
