Commissioner must adopt rules by June 1, 2019, requiring driver's education programs at public, private, and commercial schools to include instruction on safely interacting with law enforcement officials during traffic stops and safely responding to emergency situations.

Commissioner must include a chapter in each subsequent edition of the driver's manual on safely interacting with law enforcement officials during traffic stops and safely responding to vehicle-related emergency situations.

Establishes a Driver's Education Content Task Force with 14 members representing legislators, law enforcement agencies, civil rights organizations, driving schools, and community representatives to propose curriculum content and legislation by February 15, 2019.

Task force members must be appointed by July 1, 2018, with the commissioner of public safety convening the initial meeting by August 1, 2018; task force expires February 15, 2019, or upon report submission.

Appropriates an unspecified amount in fiscal year 2019 from the general fund to the Legislative Coordinating Commission for task force administrative and staff support expenses.
