Amends Minnesota Statutes 2016, section 103D.321, subdivision 2, to allow watershed district managers to relocate their principal place of business to a location within 20 miles of the district's center, rather than limiting it to locations within the watershed itself.

Requires managers to pass a resolution stating the proposed change and schedule a public hearing on the relocation.

Mandates notice of the hearing be published in legal newspapers in affected counties at least 10 days before the hearing and mailed to county auditors 10 days prior.

Allows managers to change the principal place of business by order following the hearing.

Change becomes effective when a certified copy of the managers' order is filed with the secretary of state and the board.
