Replaces the Regent Candidate Advisory Council with a Legislative Commission on Regent Selection to identify and recruit qualified candidates for the University of Minnesota Board of Regents.

Changes commission membership from 24 appointed members to 8 legislators: four house members (two appointed by speaker, two by minority leader) and four senate members (two by majority leader, two by minority leader).

Commission must develop selection criteria emphasizing diversity in geography, gender, race, occupation, and experience, and recommend at least two and no more than four candidates for each Board vacancy by January 15 of odd-numbered years.

Joint legislative committee composed of higher education budget and policy division members from both houses reviews commission recommendations by February 28 of odd-numbered years and may recommend candidates to a joint convention of the legislature.

Legislative Coordinating Commission provides administrative and support services to the new commission.
