Appropriates $2,850,000 from bond proceeds to the commissioner of administration for a grant to the Arrowhead Regional Corrections Joint Powers Board for capital improvements at the Northeast Regional Corrections Center.

Authorized improvements include renovation and remodeling of buildings that support vocational, educational, and farm work programming and experiences at the facility.

Nonstate contributions to improvements made before or after enactment are considered a sufficient match with no additional nonstate contribution required.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $2,850,000 to fund the appropriation.

Becomes effective the day following final enactment.
