Authorizes the commissioner to issue military ready reserve special license plates to registered owners of passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, or recreational motor vehicles who are current or former members of the 934th airlift wing of the Air Force Ready Reserve or the 133rd airlift wing of the Minnesota Air National Guard.

Requires applicants to pay an additional $10 fee per set of plates, standard registration tax and fees, and contribute a minimum of $20 annually to the 96th Airlift Squadron account.

Allows plate transfers to another qualified vehicle for a $5 transfer fee if the vehicle is registered to the same individual.

Directs the commissioner of public safety to collect and administer the 96th Airlift Squadron account in the special revenue fund, with remaining contributions after administrative costs distributed to the 96th Airlift Squadron for charitable contributions to organizations supporting military families and veterans.

Takes effect January 1, 2019, for military ready reserve special license plates issued on or after that date.
