Police Officer Standards and Training Board must develop and distribute a comprehensive model domestic violence policy to all chief law enforcement officers by October 15, 2018.

Model policy must address domestic violence prevention, incidents involving peace officers and civilian employees, and high-profile persons including elected officials, government appointees, media figures, and entertainers.

Model policy must include minimum components: notification procedures, victim safety emphasis, investigation direction, hiring and training practices, supervisor intervention protocols, duty weapon removal procedures, and response protocols for ranking officials and high-profile persons.

Each state and local law enforcement agency must establish and enforce a written domestic violence policy complying with the board's model policy by January 1, 2019.

All state and local law enforcement agencies must certify to the board that they have adopted a compliant written policy.
