Modifies the youth skills training program grant awards to remove the annual limit of five grants, allowing the commissioner to award grants each year to local partnerships throughout the state, not to exceed $100,000 per grant.

Specifies six allowable uses for grant funds: recruiting employers for on-the-job training, recruiting and monitoring students, coordinating activities within and among school districts and postsecondary institutions, coordinating academic and work-based learning, coordinating transportation, and other commissioner-directed activities.

Prohibits grant awards from being used to directly or indirectly pay student learner wages.

Appropriates $200,000 from the Workforce Development Fund in fiscal year 2018 for convening stakeholders and developing youth skills training competencies.

Appropriates $500,000 from the Workforce Development Fund in fiscal year 2019 for program administration, with a permanent base appropriation of $1,000,000 annually beginning in fiscal year 2020.
