Creates certification program for biodigester and water reclamation systems that separately treat greywater and blackwater for residential use, with effluent quality standards established under Minnesota Rules chapters 4717 and 7050.

Requires manufacturers to submit accredited third-party testing documentation to the Pollution Control Agency commissioner and reimburse up to $4,000 for staff review of certification requests.

Mandates training and certification of persons installing, operating, and maintaining systems; requires annual monitoring reports submitted to the commissioner, health commissioner, and local authority by an entity other than the system owner.

Systems are exempt from Minnesota Rules chapter 4714 requirements until January 1, 2029, with all provisions in the bill expiring on that date.

Establishes requirements for subsurface discharge under Minnesota Rules part 7080.1500, surface discharge under permit from the commissioner, and reuse of treated effluent in accordance with potable well water standards.
