Appropriates $4,143,000 from the bond proceeds fund to the adjutant general for design, construction, renovation, furnishing, and equipping capital improvements to the National Guard Readiness Center in Brainerd.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,143,000 to provide the appropriated funds, following Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Makes unspent appropriations for completed projects available for statewide asset preservation under Minnesota Statutes section 16B.307, with original appropriation dates applying to transferred amounts.

Becomes effective the day following final enactment.
