Minnesota HIV Strategy Advisory Board must submit a report by January 1, 2019 to legislative health committees on strategies to achieve health equity and end the HIV epidemic.

Report must evaluate resource needs, identify specific strategies and administrative actions, and propose necessary legislative changes on preventing new HIV infections through education, testing, early intervention, and evidence-based prevention methods including PrEP, PEP, syringe services programs, and partner services.

Report must address reducing HIV-related health disparities and promoting health equity by protecting healthcare coverage, engaging community leaders and people living with HIV, dedicating resources to populations of color, and reducing HIV-related stigma and systemic racism.

Report must recommend strategies for increasing retention in care for people living with HIV/AIDS through public health approaches, person-centered strategies, culturally and linguistically appropriate services, and access to mental health and substance use services.

Report must identify gaps in affordable housing statewide and recommend strategies to increase safe, affordable housing supply and support services for people living with HIV and those at high risk of infection.
