Creates the Interagency Council on Ending HIV/AIDS in Minnesota with 12 members representing commissioners from health, human services, human rights, education, higher education, employment and economic development, labor and industry, public safety, corrections, veterans affairs, the governor, and the chair of the Metropolitan Council.

Council members shall select a State Director to End HIV/AIDS in Minnesota who leads the council, calls meetings, assigns tasks, and develops reports.

Council duties include carrying out goals and strategies in Minnesota's Strategy to End HIV/AIDS developed by the Minnesota HIV Strategy Advisory Board and determining the best way to integrate HIV/AIDS prevention and care by combining related work of the Department of Health and Department of Human Services.

Council may request assistance from any state agency as needed and such agencies shall provide assistance upon request.

Council members shall not receive per diem compensation and the council is not subject to expiration date provisions; membership terms and vacancy procedures follow Minnesota Statutes section 15.059.
