Modifies appropriation to the commissioner of health by reducing General Fund from $81,438,000 to $78,100,000 and State Government Special Revenue from $6,215,000 to $6,182,000.

Allocates $3,579,000 annually from TANF fund for home visiting and nutritional services distributed to community health boards.

Provides $6,000,000 in fiscal year 2018 and $6,000,000 plus additional unspecified amount in fiscal year 2019 from general fund for evidence-based home visiting programs, with 75 percent allocation requirement to evidence-based programs and 25 percent to targeted programs.

Establishes general fund base of $16,500,000 in fiscal years 2020-2021 for home visiting program grants to community health boards, nonprofits, and tribal nations serving families with high-risk factors or eligible for medical assistance.

Includes additional appropriations for safe harbor services for sexually exploited youth ($250,000), palliative care advisory council ($44,000), opioid abuse prevention ($1,028,000), and other health programs in fiscal years 2018-2019.
