Adds "bump stock" definition to Minnesota law as a device designed to use firearm recoil to enable rapid-fire capability, also known as slide-fire.

Prohibits the sale or transfer of ownership of bump stocks in Minnesota.

Maintains existing penalties for owning, possessing, or operating machine guns, trigger activators, machine gun conversion kits, or short-barreled shotguns: up to five years imprisonment and/or fines up to $10,000.

Amends Minnesota Statutes 2016, section 609.67, subdivisions 1 and 2 to incorporate bump stock prohibitions alongside existing firearm restrictions.
