Commissioner of health shall establish a pilot project to provide funding for PTSD treatment of volunteer first responders, including firefighters, emergency medical technicians, paramedics, and police.

Pilot project must provide coverage for initial medical appointment for diagnosis and treatment recommendations, plus the first eight hours of recommended therapy.

Pilot project shall promote prevention and awareness, identify issues with opioid and substance abuse stemming from PTSD, and focus on prevention, intervention, and recovery.

Commissioner shall apply for available grant funding from the National Institute of Mental Health or other federal agencies to supplement state appropriation.

Unspecified amount from general fund is appropriated to the commissioner of health in fiscal year 2019 for pilot project purposes.
