Modifies Minnesota's state rail safety inspection program to consist of up to six positions, which may include state rail safety inspectors and a program supervisor, replacing the previous requirement for three positions with optional addition of a fourth.

Removes the requirement for the commissioner to consult with railroad companies before establishing positions.

Authorizes state rail safety inspectors to participate in the Federal Railroad Administration's State Rail Safety Participation Program for training and certification under U.S. Code title 49 and Code of Federal Regulations title 49, part 212.

Grants state rail safety inspectors authority to inspect mainline and secondary track, railroad right-of-way, yards, train equipment, railroad operations, and to review safety requirements, maintenance records, and security measures.

Allows inspectors to issue citations for violations when delegated by the Federal Railroad Administration and authorized by the commissioner to ensure railroad employee and public safety.
