Appropriates an unspecified amount from the general fund in fiscal year 2019 to the Board of Directors of the Minnesota Humanities Center for a grant to the Afro American Development Association for Somali young adult and youth job training and workforce development.

Grant funds support internship and mentorship opportunities to help Somali youth and young adults build job skills and create pathways to future private and public sector employment.

Allows the Afro American Development Association to award grants to other organizations that have experience providing job skills training to Somali communities, a history of successful culturally specific workforce development collaboration, and ability to provide workforce cultural awareness programs to government and private sector employers.

Requires the Board of Directors of the Minnesota Humanities Center to submit a report by January 15, 2020, to the chairs and ranking minority members of the house and senate committees with jurisdiction over economic development detailing use of grant funds.

Designates this as a one-time appropriation.
