Abolishes the Office of MN.IT Services and establishes a Division of Information Technology within the Department of Administration, with the commissioner of administration overseeing the chief information officer.

Requires the Legislative Audit Commission to establish an evaluation plan by November 1, 2018, and annually select at least one state information technology project for the legislative auditor to review, with particular focus on high-profile problematic projects.

Removes desktops and laptop computers from the chief information officer's mandatory service responsibility list, allowing agencies to obtain these services through competitive contracts when determined to provide better value.

Changes electronic government services from mandatory to optional use of the single entry site created by the chief information officer for all agencies.

Transfers statutes chapter 16E (information technology) to chapter 16B and becomes effective July 1, 2018, for contracts entered into on or after that date.
