Increases minimum fine for first-time patrons engaging in prostitution from $500 to $750, effective August 1, 2018.

Elevates repeat offenses within two years from misdemeanor to gross misdemeanor with minimum $1,500 fine and 20 hours community work service.

Creates new felony offense for patrons with prior prostitution conviction within ten years, requiring minimum $3,000 fine and 100 hours community work service.

Allows courts to waive mandatory community work service only with specific written findings that it is not feasible or appropriate.

Permits courts to substitute community work service for minimum fines when convicted persons are indigent or would face undue hardship.
