Appropriates $1,000,000 from the general fund to the Department of Education in fiscal year 2019 for incentive grants to public schools and charter schools offering the Congressional Medal of Honor character development program.

Commissioner must award grants proportionally to applying schools, with a maximum of $5,000 per school per fiscal year.

Unspent appropriation from fiscal year 2019 must be awarded as additional grants in fiscal years 2020 and 2021.

Grant funds may be used for any school-related purpose.

Appropriation is available until June 30, 2021, and is designated as a one-time appropriation.
