Modifies a prior appropriation for Local Road Improvement Fund Grants from Laws 2015, First Special Session, establishing a total appropriation of $8,910,000 from the state transportation fund bond proceeds account.

Allocates $850,000 to the city of Sandstone for predesign, design, engineering, and construction of a road extending south from Trunk Highway 23 to the airport area, including a bridge over Skunk Creek, contingent on securing additional funding commitments.

Allocates $3,770,000 to Kandiyohi County for predesign, design, right-of-way acquisition, engineering, construction, and reconstruction of local roads in conjunction with the Willmar Wye project and to re-establish the local road network on the southwest side of Willmar.
