Modifies eligibility requirements so political subdivisions can receive a voting system grant no more than once every 15 years instead of the previous timeframe.

Establishes grant amounts at no more than 75 percent of electronic roster equipment costs and 50 percent of all other equipment or technology costs.

Requires the secretary of state to consider only information in the application when evaluating grants and prohibits application of chapter 14 administrative procedures.

Appropriates an unspecified amount from the general fund in fiscal year 2019 to the voting equipment grant account in the special revenue fund, with funds available until spent.

Makes the changes effective the day following final enactment, with the 15-year eligibility look-back period applying to grants made in fiscal year 2018 and thereafter.
