Amends Minnesota Statutes section 473.386, subdivision 3, to require the Metropolitan Council to ensure Metro Mobility special transportation service is provided at the same level as the federally mandated service area throughout the entire transit taxing district as defined March 1, 2006.

Requires the council to contract with public, private, and private nonprofit providers when feasible and cost-efficient, and to encourage shared rides and use of appropriate service types.

Mandates the council consult with the Transportation Accessibility Advisory Committee in a timely manner before making changes to special transportation services.

Appropriates an unspecified amount from the general fund in fiscal year 2019 to the Metropolitan Council to provide the required service.
