Applies to professional or technical service contracts exceeding $100,000 for the Departments of Transportation, Health, Human Services, Administration, and Commerce.

Requires contractors to use software that verifies hours billed for computer-based work are legitimate, with agencies able to refuse payment for unverifiable hours.

Software must monitor keystone and mouse-event frequency at least every three minutes, provide real-time cost status and worker identity information, and grant agencies and auditors real-time access to all collected data.

Contractors must store collected data for seven years after payment and treat data as private or nonpublic, with access provided to auditors and state/federal agencies for tax or audit purposes at no cost to the agency.

Provision expires January 1, 2020, and applies to contracts for which bid or proposal requests are issued after enactment.
